Salvation Army is the best place that you can donate your old baby clothes.
Charity shops.
endless places

local thrift and charity stores
heck you can even try ebay…
Try the salvation army.
Salvation Army, Red Cross, Amvets, local homeless shelter, a church… If you don’t want to have to lift a finger, post an ad on Craigslist that you will give away free baby clothes. Give the address, leave them outside on the porch, or by the curb. They’ll be gone very quickly.
Good Will, Value Village, Once upon a child (and you might even get some money) etc…
Salvation Army, Local Churches often have clothing pantries or community outlets for clothing (you can call and ask), I would also say goodwill, in Buffalo there were nice cheap goodwills, but down here in TN everything seems way overpriced, and if you want to help someone with clothing, you don’t want it to be too expensive. You can always put an ad on craigslist and say free baby clothing and I’m sure you’ll get lots of replies. (Just don’t type your email in a normal way in the ad or you’ll get lots of spam (not from craigslist, but from automated software). Spell out your email instead.) There’s also "wanted" ads on craigslist so you can always look under wanted, or clothing, and see if anybody is asking for stuff. Also, families that have recently had fires often need clothes. The Red Cross might have information on that, not sure though. I always prefer giving clothes to local churches because they’ll give them to someone who needs them for free. (Well, all churches don’t, but two of my old churches in NY did and I’m pretty sure I’ve heard of a couple down here in TN that do.)
