It is about the baby – you don’t need to go overboard on the favors. You could get hershey kisses, wrap them in a bit of lace or netting and tie it with a blue ribbon.
You could also get personalized M&Ms that say "It’s a Boy" or something like that:

my aunt got these cute little pink boxes and filled them with jelly beans for my sisters baby shower, i bet you could find a blue version, i think she got them at target or the dollar tree…
Create unque gift baskets!
Well use unique ideas!! use arts and crafts!! maybe make a collage of the snongrams and The mothers bellys growth.
You coulld do fourtune cookies or make some cookies in a bag!
You can do customized Blankets with the babies name or saying( i celbrated *insert name here*’s Birth) with the dateon the blanket.
Give them candles in the Gift baskets
Personalize some M&Ms for the baskets!
Soaps and bath fizzles!
Get a couple baby-themed cookie cutters (like a rattle or teddy bear) and make sugar cookies with blue frosting for favours… or make plain round ones with a fancier icing, like the baby’s name or "Baby Boy" or baby-themed sprinkles if such a thing exist. You can find little favor boxes at any dollar store just about and make little cookie packages using stamps or markers and some blue ribbon.
I went to a bulk food store (Bulk Barn, in Ontario) and picked up lots of Hershey Kisses and lots of Pacifier Sweet Tart Candies. I bought some plain white paper bags (3" by 5" in size), bought some baby stickers for scrapbooking at a dollar store… I decorated the paper bags and put 6 kisses and a scoop of candies in each bag… Everyone loved them.
It all cost me less than $20 and I had enough for about 40 to 50 guests.
A collection of small things…mini M&Ms, mini post-its, mini bottles of bubbles…
