S/he probably is climbing over the gates. You could take down the gate and let her move freely around the house. she should beable to handle stairs well at this age.
You can get a kind that screw into the wall, and then have a gate in the center that opens (the gate component locks and is child proof). We got one for the dog, so he couldn’t get into the living room — but now it works for our son too! I got ours on Fosterandsmith.com (those are for pets but they work the same for kids too), and I know other places sell them. They come in a wide range of styles and sizes.
Good luck!!
baby gates dont work my sons all figured out how to move that latch and take down the gate they also know how to push it loose and knock it over if they are on the other side opposite the latch if all else fails they will climb it all which is quite dangerous they could pinch their fingers fall or knock it onto themselves you baby is obviously and explorer so allow that child to explore just realize that you have a very bright child on your hands and your baby will constantly amaze you from here on out
get rid of some of the gates since they are climbing them they have become a danger just get rid of them
as for the stairs get a new gate one of the plastic ones that opens like a door
My daughter mastered that when she was close to 2 years. I got this gate that swings open and you anchor it to the door frame/wall. Yes it leaves a hole in the door frame, but my daughters safety (and convenience is a plus too) is worth a few holes. Its taller than the average gate too so maybe she wouldnt be able to climb it. I am 5’10 and I "high center" when I just step over it.
You can also buy the tension gates that are taller than average if you dont want to drill into your wall… here is one I found at walmart.com… a bit pricey, but just so you get the idea.
